CBP updates guidance on additional duties on imports from Canada under IEEPA-related Executive Orders, raising the additional ad valorem duty rate to 35% (and 40% for transshipped goods) effective August 1, 2025.

ACE Certification Standard Invasive Maintenance Window on July 30, 2025
CBP announced a standard invasive maintenance window for the ACE Certification environment on July 30, 2025, from 5:00 p.m. to 8:00 p.m. ET.
ACAS Invalid Shipper and Invalid Consignee Rejections
CBP will implement nationwide rejection of ACAS filings with missing or invalid Shipper/Consignee information starting September 27, 2025, preceded by a warning period beginning July 28, 2025 with CERT environment testing. Filers will receive warning emails and then rejection messages with error codes INVALID_SHP_NAME/INVALID_CNE_NAME for non-compliant submissions.
2025 Tuna Quota Proration
CBP announced the 2025 tuna tariff-rate quota restraint limit of 16,188,319 kilograms and confirmed that entries presented from January 2, 2025 onward received 100% proration at the in-quota rate until the limit was met, with later entries subject to the higher rate.

CBP published Harmonized System Update (HSU) 2528, which includes updates to Harmonized Tariff Records and ABI records, including removal of a USDA APHIS tariff flag from certain HTS records as part of the PGA Message Set.

CBP published Quota Bulletin QB 25-314 announcing that the Specialty Sugar Period 5 tariff rate quota opened July 14, 2025 and was oversubscribed, with a pro rata percentage of 23.632294% calculated via ACE; filers/importers have five business days (until July 24, 2025, 4:30 pm local time) to re-transmit data.
