CBP announces continuation of the suspension of de minimis duty-free treatment for all countries and implementation of an additional 10% import surcharge on goods entered on or after February 24, 2026, per a presidential proclamation and executive order, with existing entry filing and duty collection processes for de minimis-eligible shipments, including international mail, remaining in place.
Imposing Temporary Section 122 Duties
CBP provides guidance implementing a Presidential Proclamation under Section 122 that imposes a temporary 10% ad valorem surcharge on imports from all countries for 150 days starting February 24, 2026, detailing applicable HTSUS provisions, exemptions, Chapter 98/FTZ treatment, and drawback availability. It also specifies the required order for reporting Chapter 98/99 HTS numbers on entry summaries.
Ending Collection of International Emergency Economic Powers Act Duties
CBP announces that, per a February 20, 2026 Executive Order, additional IEEPA-based ad valorem duties under several prior executive orders will cease to be collected on goods entered for consumption on or after February 24, 2026, with corresponding HTS numbers deactivated in ACE. The change affects only IEEPA duties and does not impact Section 232 or Section 301 duties.
